San Francisco Controller Ben Rosenfield Speaks
to Local 21 SF Council

In the midst of the holiday season, on December 16th the San Francisco Controller Ben Rosenfield impressed members of Local 21's SF Council with a straightforward and credible presentation of the Citys current budget projections for the next fiscal year. He was clear to emphasize that the projections are based on some very early and tentative figures. He also pointed to a rebound in pension fund investments and the hotel tax revenues as early signs of an emerging turn around - although he personally believes that the recovery will be slow and will take time.

San Francisco Retirement
San Francisco Board of Supervisor Sean Elsbernd and Mayor Gavin Newsom introduced a charter amendment at Tuesday's Board of Supervisor's meeting that would reshape the pension system. Several key unions, including Local 21, were called into the Mayor's office for individual briefings late last week, shortly before the amendments were introduced. A front page Chronicle story detailed the proposal and Local 21 received a copy of the full proposal later in the day.

"Reaction to the changes varies amongst different unions, but no one is happy with the manner in which this was sprung on people" said Local 21 Executive Director Bob Muscat.

Local 21 will begin an analysis of the proposal and make every effort to pull together a functional coalition of other city labor unions so that we can develop an informed and united response. If these changes get on the ballot in a manner objectionable to city employee unions, there will need to be a united effort to defeat the ballot measure. After the holidays, Local 21 will take a position in response to these proposals based on direction from our members and leaders. The average city pension is slightly over $2000 monthly - not enough to live in San Francisco and nothing to be defensive about.

Employee Relations Ordinance
The City has proposed a rewrite of the Employee Relations Ordinance (ERO). Along with the Charter and individual union collective bargaining agreements (CBAs), the ERO sets out various labor relations policies including bargaining units and recognition rights. The Citys stated purpose for their proposed rewrite is to update the ERO, reduce duplication and contradictions with the Charter and compliance with state law governing public employee relations.

The various labor organizations, including Local 21, have formed a Coalition to negotiate these changes with the City. After several lengthy meetings and a lot of hard work, the parties have moved close to a final agreement. Today, everyone seems pleased with our progress and the Citys flexibility in making changes in response to concerns raised by the Coalition.

It is worth noting that the Coalition includes all the major City unions, including SEIU, and the police and fire unions. It is a solid demonstration of labor cooperation and functionality.

Union-City Partnership, Local 21/CCSF
The Union-City Partnership (UCP) is a joint partnership between Local 21 and the City and County of San Francisco. The Partnership s purpose is to create highly effective local government that is responsive to the fiscal realities of increasing service expectations and shrinking revenue. The UCP will use collaborative problem-solving and performance-based incentives to reduce costs and promote service improvements.

In February 2009, DHR resumed its on-again, off-again push for phony civil service "reform." In a special meeting of the Civil Service Commission, the following recommendations were presented by DHR. Local 21 vehemently opposed DHR's recommendations and presented its own report.
