Delegate Assembly Report Back
Delegate Assembly Report Back Local 21's Delegate Assembly took place on October 3, at the Hotel Whitcomb in San Francisco. Special Guest Speaker Phil Ting, Assessor-Recorder of San Francisco, spoke about California's broken tax system and the need to close loopholes associated with Prop 13.

The Assembly featured a special discussion and breakout session for members and delegates to address lessons learned from the last budget cycle, as well as opportunities and
strategies for being more proactive and effective in the coming budget cycle.

Additionally, attendees heard about strategies that have already been used to mitigate the impacts of the recession, and received a sneak preview of the Union's Recession Manual, which is aimed at helping chapter leaders better strategize around requests for concessions and other cuts. Finally, following a year-an-a-half long struggle to unionize, our sisters and brothers in Contra Costa County were formally welcomed to the Union.

San Francisco Residents, Vote on November 3
Local 21's San Francisco and Executive Councils have made the following endorsements in the San Francisco election on Tuesday, November 3.

Measure A: Budget Reform, Neutral
Improves San Francisco's budget process and financial management, but could also establish inflexible deadlines for bargaining.

Measure B: Improves Governance, YES
Allows each member of the Board of Supervisors to have three legislative assistants, instead of two. It will improve constituent services and provide needed policy assistance to Board members. Local 21 currently represents the Board Aides.

Measure C: Rec and Parks, YES
Allows the sale of naming rights to Candlestick Park. Of the City's share of funds, 50% will go to the General Fund and 50% to fund Recreation Director positions. This proposal will help save jobs and services.

Measure D: Arts & Business Dist., YES
Creates an arts & business district on Market St. between 5th and 7th Streets, to be funded through billboards and signs, with funds used to revitalize the area.

Measure E: City Furniture, YES
Freezes the number of ads on city benches at the January 2008 level.

Register to vote online! All registrations for the November 3 election must be completed by October 19.

Take Action to Close the Prop. 13 Loophole! This year's budget crisis has made it painfully clear - it's time for our leaders to stop offering half measures and political rhetoric and start proposing honest solutions.
Too many of the fundamental fiscal problems California faces stem from the tax inequities inherent in Proposition 13. Prop. 13 creates vast property tax loopholes for California's largest corporate property owners, shifting the tax burden to the backs of individual homeowners and dramatically reducing California's overall revenue for our most vital services.

It's time for California to get serious about reforming a system that is bankrupting our state. If you believe in creating greater equity in our tax system, shutting down corporate tax loopholes and bringing back fiscal sanity to the California budget - please sign the petition today!

Health Care Reform-Take Action Today!
For working families, the tenets of health care reform are clear. We need a public health care option, employers to pay their fair share, and NO taxes on our health care benefits. Up until last week, Senator Dianne Feinstein had not been a clear supporter of those tenets. However, the hundreds of letters and phone calls from constituents moved her into a position of support because last Friday, she (and Senator Boxer) signed on to a letter to Senate Majority Leader Harry Reid clearly supporting a public health insurance option in the final version of the Senate health reform bill.

Please take a moment to send an email to Sen. Feinstein, thanking her for supporting a public option, opposing any effort to tax health care benefits, and ensuring that everyone, including employers, pay their fair share. You can also call her office at 415-393-0707 to voice your appreciation.
