Delegate Assembly Report Back: New Bylaws, Chapters & Officers for 2009! Port of Oakland's Board Postpones Ratification of Local 21 Contract Oakland Contract Negotiations Continue - Friday the 13th Actions Planned! Union Benefit: MAP Continued Local 21's New Chapter Officers Delegate Assembly Report Back: New Bylaws, Chapters & Officers for 2009! Local 21's first Delegate Assembly of 2009 was a huge success! Delegates heard reports from John Avalos (District 11) and David Chiu (District 3) of the San Francisco Board of Supervisors on the city's current budget crisis and their goals for finding equitable solutions that respect city employees and residents. IFPTE International President Greg Junemann also addressed the assembly and spoke about national politics and the need for a better health care system, before swearing in Local 21's new local union officers and thanking outgoing officers for their dedication and commitment to labor. During the assembly's business meeting, Maura Baldocchi, Local 21 Bylaws Committee Chair and At-Large Board member of the San Francisco Official Court Reporters Association, presented a draft of Local 21's revised bylaws. Members and delegates are encouraged to email the union with any comments by March 16. After mid-March, the draft bylaws will be finalized by the Bylaws Committee and forwarded to Delegates for review at the June assembly. Union members will vote on the revised bylaws, with ballots to be mailed sometime this summer. For more information about Local 21's bylaws and related processes, visit the union's Bylaws Revision webpage. New business related to Local 21's organizing efforts was also voted on. Delegates overwhelmingly voted to accept new members at Contra Costa County, as well as mid-managers at the Santa Clara Valley Water District. In total, these chapters would represent over 900 new members. Attendees also participated in a program addressing strategies for strengthening our union via recruiting volunteers, new members, and donors to the union's Committee on Political Education. Roland Ditan, San Francisco Accountants and Auditors chapter President, interviewed panelists from San Francisco and the South Bay on their experiences and lessons learned. Members who volunteered during the 2008 campaign season were also recognized for their efforts to elect labor friendly leaders, and received commemorative Local 21 "Campaign 2008" coffee mugs. The next Delegate Assembly will take place at the Oakland Marriot on Saturday, June 6, 2009. While only delegates have the right to vote on behalf of their chapters at assemblies, the event is always open to all union members interested in attending. TOP Port of Oakland's Board Postpones Ratification of Local 21 Contract Local 21 members at the Port of Oakland spent over one year bargaining for their first contract. During that time, the union fought massive budget cuts and filed an unfair labor practice charge against Port Management for attempting to unilaterally impose layoffs, bargain in bad faith, change key terms and conditions of Port members' employment, and discriminate against active union leaders. After both bargaining teams reached a tentative agreement on a MOU, Local 21 members unanimously ratified the contract. However, there were multiple delays on behalf of the Port's Board to adopt the new MOU. After months of setbacks, the final contract was scheduled to be approved by the Board on February 3. Unfortunately, the Port's legal department omitted key language from the ordinance approving the MOU, which provides for an agreed-upon retroactive payment of professional development funds to Local 21 members who were employed at the Port but unrepresented between July 1, 2004 to 2008. Because the language was not included in the official ordinance, the Board decided to wait to approve any terms and conditions of the new MOU. A final vote on the entire contract is scheduled for March 3, and Local 21 will ensure that the omitted provision is included in the final ratification process. TOP Oakland Contract Negotiations Continue - Friday the 13th Actions Planned! After concluding the bulk of bargaining over the impact of layoffs and ongoing monthly shutdowns at the City of Oakland, negotiation topics have shifted back to contract provisions. Local 21 members in Oakland have been bargaining over a new contract since April 2008, and have been working under an expired contract since last June. The City finally responded to eight of the 32 non-economic proposals Local 21 put forward last September. After four months of deliberation over the union proposals, the City's responses were mixed. The City rejected a number of proposals, while movement was made on a handful of other issues resulting in tentative agreements on minor clean up language proposals. Meanwhile, Oakland members have been getting active! On January 26, Oakland's Contract Action Team (CAT) members leafleted Mayor Dellums' State of the City event. The flyer stressed that everyone - City employees, the Mayor, Council, and residents - must share in finding a solution to Oakland's budget crisis. The action was a major success and would not have been possible without the CAT members who distributed over 500 flyers: Joe Castro, Karen Tom, Brenda Fransaw, Martin Sharp, Chuck Johnston, Zeny Ramos, Steve Danzinger, Miloanne Hecathorn, Andrea Turner, Bruce Levitch, Maryann Sargent, Tom Manley, and Audrey Montana. Two additional actions are being scheduled: Join us on Friday the 13th! We will be leafleting and educating Oakland residents about the City's shutdown days and cuts to services on February 13 and March 13. All Oakland members are encouraged to sign up for a three hour leafleting shift at the City building of their choice. Please contact Chuck Johnston to sign up. TOP Union Benefit: MAP Continued Last November, Local 21 reported that the Membership Assistance Program (MAP), which offers free, confidential counseling sessions for Local 21 members and their families, would be closing its doors at the end of 2008.
